If you are living in Dubai, planning to immigrate, switching jobs, or studying abroad, getting a Police Clearance Certificate (PCC) in Dubai is one of the first things you will need. Also called a Good Conduct Certificate, it is an official document issued by Dubai Police confirming you have no criminal record in the UAE.
Here is everything you need to know to get yours in 2026.
What Is a Police Clearance Certificate in Dubai?
A Police Clearance Certificate (PCC) — also known as a Good Conduct Certificate — is issued by Dubai Police or the UAE Ministry of Interior (MOI). It confirms that you have no criminal record or pending cases during your time in the UAE. It is required for employment, immigration, visa applications, university admissions, and business setup both inside the UAE and internationally.
Who Needs a Police Clearance Certificate?
You will need a Dubai PCC if you are applying for immigration to Canada, Australia, the UK, Germany, or any other country, seeking employment overseas or in a regulated sector in Dubai such as healthcare, finance, or education, enrolling in a university abroad, applying for a long-term residency visa, or setting up a business in Dubai.
Both current UAE residents and former residents who have already left the country can apply.
Documents Required for a Dubai Police Clearance Certificate
For current UAE residents: Emirates ID copy, valid passport copy, recent passport-sized photograph with white background, copy of UAE residence visa.
For former residents applying from outside the UAE: Valid passport copy, 10-print fingerprint card attested by the UAE Embassy in your home country, copy of previous UAE residence visa, recent passport-sized photograph.

A Dubai Police-issued PCC is valid for 3 months from the date of issuance. The MOI certificate may be valid for only 30 days in some cases — always confirm with the destination authority such as the embassy or immigration office before applying. Cbs-uae
Why Does Your PCC Need MOFA Attestation?
If your PCC is being used outside the UAE — for immigration, employment abroad, or university enrollment — most countries will not accept it without MOFA (Ministry of Foreign Affairs) attestation. MOFA attestation confirms the validity of the seal and signature on the document. The standard fee for individual certificates such as a PCC is AED 153, and processing typically takes 2 to 3 working days, with express options completing in 1 working day. Dubai Police
The attestation chain for a Dubai-issued PCC going abroad is: Dubai Police issues PCC → MOFA UAE attestation → Destination country's embassy in UAE stamps the document.

Frequently Asked Questions
Is a PCC and Good Conduct Certificate the same thing?
Yes. They are two names for the exact same document in the UAE.
Can I apply for a Dubai PCC after leaving the UAE?
Yes. You will need a 10-print fingerprint card attested by the UAE Embassy in your current country of residence, then apply online through Dubai Police or MOI.
Does my PCC need to be translated?
If the receiving country or organisation requires it in a language other than Arabic or English, a certified legal translation will be needed. Bluemoon Attestation provides certified translation services as well.
Will my PCC be rejected?
Rejections can happen due to an existing criminal record, mismatched personal information, or incomplete documentation. Bluemoon's team reviews all documents before submission to avoid delays.
How long does the full PCC attestation process take with Bluemoon?
Typically 3–7 working days for the full process including MOFA and embassy attestation, depending on destination country requirements.
